The California Building Performance Hub is an official support resource for West Hollywood’s Equitable Building Performance Standards and Building Energy Benchmarking requirements, which apply to most buildings 20,000 square feet and larger.

West Hollywood’s EBPS Policy at a Glance

  • Covers most buildings 20,000 square feet and larger.

  • Requires annual reporting of building energy use, starting in 2026. Reporting deadline: September 15, 2026.

  • Sets maximum greenhouse gas emissions based on property type and size, starting in 2027.

  • Provides alternative compliance options for affordable housing, historical buildings, and properties that can demonstrate financial or technical infeasibility.

  • Gives extra support to qualified Equity Priority Buildings.

Upcoming Deadlines

  • September 15, 2026: Submit 2025 calendar year building energy use with verification by a qualified 3rd party - REQUEST AN EXTENSION

  • Calendar year 2027: Achieve first interim performance target over the full calendar year

Equity Priority Buildings

West Hollywood is making extra support available for qualified Equity Priority Buildings. This support may including benchmarking assistance and energy audits. Buildings subject to the City’s Rent Stabilization Ordinance qualify, as well as the following categories: buildings that have more than 20% of units that are on-site deed-restricted affordable housing; provide transitional housing, congregate care and senior housing, or other supportive housing; has a non-profit or community-serving tenant or owner.
